Aside from the diversity aspect (wanting to establish Cyborg as a DCU heavy-hitter), putting J'onn in Stormwatch gives the title a major rub. While J'onn might be the least dynamic and vivid character on the true Justice League lineup, he more or less becomes the 'star' of a Stormwatch title. While J'onn probably cannot carry his own title due to his lack of a personal life, it was essential that he be represented in the reboot. His presence on the team takes Stormwatch from an easily-dismissible title to one that many people will pick up.
